Title IV-E Waiver

The State of Illinois has embarked on an unprecedented third federal waiver demonstration, under the auspices of the US Department of Health and Human Services. The newest waiver, "Private Agency Training," will evaluate the impact of systematic and special training of private child welfare agency staff on critical outcome indicators: children's safety, permanency of family relations, and well-being. These waivers use experimental design to test policy options that can improve services in Illinois and have national significance. The other two federal waivers, "Subsidized Guardianship" and "Alcohol and Other Drug Treatment," have already brought about important changes in Illinois and federal child welfare policy. These waivers are managed by the Office of the DCFS Research Director. Funding: DCFS, DHHS.
