Evaluation of Subsidized, Informal Child Care
The State of Illinois has one of the largest subsidized child care programs in the nation, with spending now exceeding payments for cash welfare to needy families. Many families receiving child care subsidies use family members or other license-exempt caregivers rather than licensed child care providers. This three-year project is a collaboration with the University of Illinois Department of Human and Community Development and the Illinois Department of Human Services, with funding from the federal Department of Health and Human Services Child Care Bureau. The study will discover reasons that low income families use license-exempt rather than licensed child care services. Are they choosing license-exempt caregivers due to cost, availability, access, trust, familiarity or other reasons? In addition, the study will identify training and other needs of license-exempt caregivers.
