Preparing for Primary Health Care Under Health Care Reform
This project includes studies examining the relationship between hospital emergency department use and the performance and consumer desirability of community-based primary health care (PHC) practitioners in selected areas in the city of Chicago. The premise of the work is that the nonurgent use of hospital emergency rooms is a result of consumer disenchantment with community-based primary care providers. Another premise is that hospital emergency departments have become the primary care providers in large urban areas in the United States. The GIS (Geographic Information Systems) technology is now being used to describe the fit between PHC availability and community areas in Chicago. A market analysis will be conducted of PHC resources and consumer knowledge about them. The goal is to address the gaps between what consumers know and what actually exists. New funding streams is constantly being developed for this work.
